Garage conversion wall construction for U-values (Ed.)

My architect drew up the building regs plans for building control for a garage conversion. It was a couple of years ago now so I realise the u-values need recalculating but I'm quering if I really need celotex, then studwork on top. Can't the celotex go between the studs to save space?
