Gas prosecution last week.....but it has a bizarre twist. Your thoughts!

If the installation was classed as immediately dangerous, then the esp has right of access. If it’s a general inspection then as per @ianmcd they would need to be invited in or an agreed date when convenient for all parties involved. I would like to think, if someone has had a new installation they wouldn’t mind a free inspection for peace of mind.

Immediately dangerous...what does than even mean? No rights of entry (you can see the list of those who do from the gov website) but they can force entry with a warrant to disconnect if you don't pay the bill. These are all private companies, not Gov depts.
So someone has a new installation and they "invite" inspection...that does not involve lifting or peeling back so they see what anyone can see...
Now lets consider that the installation was not made to BC current regs...but a BC certificate has been issued...do they (whoever they are) invoke the BC certificate with the LA? Do they then re-issue the BC certificate once "they" agreed that it was within spec? What if the installer say I don't agree and seek legal remedy..under which legislation will this remedy be?
So many scenarios which is why none of this ever ever happens

wrong ian they have rights of entry ID card that hangs around there neck gaining access can be quicker than waiting for a team to turn up to disconnect outside if owner of premises refuses access in an ID situation ,
99 times out of a hundred it wont need to be used after threat of it is used to customer

this happened a few months ago to a house near me. A Gas safe "competent person" was also doing some new water pipe laying and managed to (it took him a while) chisel through the plastic gas pipe in the garden. CADENT arrived having been called by the "competent person" and disconnected the gas supply via an outside isolation tap. (they know where these are) At this point, the "competent person" had to hurry away leaving the CADENT guy waiting for his return as CADENT were not going to repair the smashed gas pipe in the garden but would not reinstate the gas supply until the "competent person" had fixed the damage they had caused. CADENT are responsible right to the meter.
They can terminate the supply at the meter (most are outside anyway) and they can disconnect at street level. They can also (in extreme situations) cap the gas supply pipe. Private companies don't have a SR of access....the clue is in the "private"

wrong cadent would not expect or allow who you are referring to as a competent person to repair the damage they had caused to an outside pipe they would fix it themselves as that is their remit .
They would not reinstate the gas if they couldnt access to the house if meter was internal .Which is why they may have waited for someone to return
if it was external then after the repair the gas would be reinstated and the meter disconnect and on /off valve capped

As defined in the gas industry unsafe situations, immediate danger to life or property.

so this would be an actual gas leak or a massive flame or venting exhaust into a living room from a fire or boiler!
Getting into a car places you in immediate danger, driving a battery powered vehicle even more so. There has to be a score card with specific criteria or anyone could go crazy and make spurious claims.
