Getting the top height of the fence level

Hi

We're about to put up a garden fence (panels). The garden isn't level - it raises up by about 12 inches over about 60 feet. I'd like the top of the fence to appear to be level rather than raised up a bit every now and then.

Can anyone tell me how I get the tops level?

Use gravel boards at the base and sink these into the ground to different depths. I.E at one end the gravel board will be only showing by an inch or 2 and at the other 12 inches lower you will have 2.

It's even easier if you use slotted posts. You can get both timber or concrete gravel boards
