Has any one got a copy of the GS38, or if not know at what voltages GS38 applyes.

Im trying to work out if GS38 leads are required when testing insulation resistance, but cant find any infomation on this.

How come you need to know but don't have a copy?

But anyway - you do need compliant leads.

GS38 is more to do with the construction of the leads than the top end safe voltage. For instance, after repeating the warnings about the only circumstances when live working is permitted, it details the small contact area of the probes, finger guards to stop your pinkies sliding onto a live probe plus the use of internal probe handle fuses etc.
You do need these leads even if you are working on dead circuits...incase you, or someone else, has made a mistake. It is better for your meter to bleep or the probe fuse pop rather than the probe and lead blow up in your face.
