That the new advertising phrase is "up to " nicked from the Isp's dodgey interpretation of download speeds.
"Up to" now applies to most financial products sold, so you will probably get sweet FA but you could get up to 20% return.

The inequality "Up to" also includes zero and indeed the opposite side of zero. So "Save up to £20" could theoretically mean that they mark the price up £100 instead :!:
