Were having problemsre the CH with the boiler above installed in a rented property. The boiler she boiler seems to come on ok, but regardless of the temp the boiler is set to, the lights on the boiler quickly cycle up to max temp and then the boiler shuts down, meaning no heat. 5 minutes later the process is repeated. The radiators themselves never seem to get hot, but the temp lights on the boiler cycle to maximum, and then everything shuts down. The landlord is quite adamant that there isnt a problem (as the problem is intermittent its difficult to demonstrate) but if someone can provide us with an idea of the what the problem might be, it should be harder for the landlord to dismiss it. Hot water appears to function as expected.

You have not really explained properly what the symptoms really are.
Its possible the CH return filter is blocked.
However, the only way that you can get the landlord involved is EITHER to call and demonstrate to him or to withold rent or to advise him first and call a competent engineer to diagnose the problem.
