Help us get some heat.

We live in a ground floor flat and it is oh so cold.
Our basement radiators are competely cold.
The radiators on the ground floor furthest away from our boiler are only warm. The ones near the boiler to get hot.

The plumber flushed the system through twice using a non acidic solution which he put in via the header tank.
He has also turned off all the heating upstairs and then gradually turned it back on.

No luck. Still same as before. Infact probably even colder. The plumber has now given up but we are desperate for heat. I am sick of sitting on top of the fire just to get warm and not being able to use downstairs for fear of freezing to death!!!! Plus when people visit I always tell them to bring a woolie jumper!!

We thought it might be related to the pipework being too small downstairs (but don't really know) and that doesn't explain why some are only warm instead of hot upstairs.

The 3 way valve doesn't seem to be working either. Another plumber said he replaced it but we don't think he did as it only cost £10 and other people have said it costs much more than that. Not sure what he replaced. The thing clicks alot but does nothing else. We don't know whether we need to replace the actuator or what??

If you have any ideas on how we can get the radiators hot throughout the house and what we need to fix in terms of the three way value, please please let us know.
