Help with antiquated heating in rental house

yes, have a look at the price of insulation here. http://www.wickes.co.uk/Products/Building-Materials/Insulation/Pipe-Lagging+Jackets/c/1000275 Insulating the cylinder in particular will save you so much that it is worth buying at least one more jacket yourself, if the landlord is unhelpful. Your pipes are probably 22mm. The jackets are not widely sold these days as modern cylinders have factory insulation.

Sometimes places like Wilkinsons and Screwfix sell pipe and cylinder insulation cheaper, especially at the end of winter. If it is on their website you can order it for collection from your local shop. Prices in DIY sheds vary.

Or here, but you may need to collect as they are bulky.
