I should hope so!
I'm not surprised. I certainly think that it's the worst story about DNO work that I have ever heard or seen of. One can but presume that whoever did it simply forgot/overlooked (something that could happen to any of us), but it should not be able to persist despite all the 'checking' they usually do.

I've seen a few cases of RP in my time too, often at the meter but twice at the cut-out.
