If there's a hole behind a CU which the cables comes through should this be sealed up? I mean when they are pushed through cavity from meter box. If so what should it be sealed with, is loft/cavity wall insulation to fire reg standards ok?

All large holes should be made good

Fire
Rodent
Insect
Little fingers
Water

If you use rockwool, your need to do the cals for bunching, and thermal insulation   :D

Soft set cement or very sandy mortar does the job, as does a dab of bonding. If it's an area that cables will be added to the hole, the trick is to block the hole and not make it impossible to open up again.

I hope you mean the fire-resisting foam?

It would make a terrible mess of the cables, and it MIGHT make the insulation brittle like polystyrene foam does. i don't know.

I prefer the idea of sleeving the cables and using sand and cement.
