Hot water heats the rads

Hi, the problem is that when my central heating kicks in the 3 pos valve diverts the water to the rads, but it won't go back. I have to turn off the hot water on the controller & then turn it back on & then it goes back to the correct setting.. any ideas?? is it the valve or the controller?

Possibly the cylinder stat but might still be the controller!

It would help if you gave full details of the makes and models if you wanted a more accurate help!
