How can I match this plaster

Its difficult to tell from these two photos but would anyone know how I can recreate this effect to fill in the holes that have been left in my wall above the fireplace.

I quite like the style so would like to be able to keep it rather than having it skimmed.

No. Its definitely not wallpaper. I have asked my plasterer but he did not know so I was wondering if anyone had any ideas?
