just take the whole thing out, that's the plastic cover and plastic tile. they could be bonded together so inseparable.
you can just slip in a new tile in place after the felt is repaired if that's where you are aiming for...?
tile type looks like a redland renown or marley major , pictures not sharp enough to be precise
