Blueish gray old paint, undercoated, glossed still looks a bit see-through

Is it best to do 2 undercoats 1 gloss, or 2 topcoats 1 undercoat

using permaglaze paint

You can do two gloss coats no problem. Dont rub down the fresh gloss (unless very lightly for denibbing with very fine ) Try to recoat the gloss as soon as possible after drying overnight. If you leave it tooo long (then you will need to start again, rubbing down, u/c etc.

Not a lot to choose between them, personally if theres any doubt about coverage, I'll do a second undercoat.

You're going to need a third coat anyway, so I prefer to use undercoat as it will help to get a smoother finish better than an extra topcoat and it can be lightly sanded between coats.
