How to seal round a pipe through pitched roof

We have a 40mm basin waste pipe which exits the loft through the pitch roof tiles. It has flashing over the top, but there is a pretty large gap below the pipe. It seems watertight, but there is plenty of air getting in. Been like it since we bough the house, but with the cold weather coming I want to try and seal it. Any suggestions for what to use?

Thanks, I did think about that, but how do you contain it within the roof so it doesn't expand onto the tiles and look scruffy and naff from the outside?
Access inside the loft space is easy, but not really practical from the outside without scaffolding.

Better play safe and just push insulation around it then.
