Incompatiblity problem no 2: supply pipes

We are installing a new bathroom to a 1950's council flat and the prevailing supply pipes are composed of a mix of steel and copper. Having removed a substantial portion of the steel we wish to replace this with copper for the new pipe runs. Believing the existing copper to be 22mm I tried to place a ball-o-fix service valve (yes it was a 22mm, Kevplumb! ) on the end and was rather shocked to find that it did not fit - the pipe was too small. Any ideas as to what size this pipe might be and how we can get round the problem? Also is the existing smaller copper pipe likely not to be 15mm? Any help as ever gratefully appreciated.

Old 22mm was 3/4inch. Use a 3/4" olive and you'll be leakproof.
Old 15mm was 1/2" which is close enough that you don't need an adaptor.
