Installing towel rail (not heated) over radiator

Hi all.

I decided not to go the heated towel rail route, because I wasn't going to get enough heat output, and it would have involved removing tiles and the concrete sub-floor.

So I have just got a standard chrome double towel rail. My concern is, that it has to be fixed above my existing radiator (there is no where else in the room it can be situated).

In your opinions, how high from the ground should I be fixing it?

Does it matter if the towels touch/obscure the radiator, or should I be fixing the rail much higher?
