IR heating panel a PIR sensor for toilet

I have a small toilet separate to the bathroom (1x2.6m). It has floor tiles and no radiator. It doesn't get that cold but noticeably cooler when visiting from a centrally heated room.

Does anyone have experience with Infrared Heating panels? Was thinking stick on the wall/ceiling, with a PIR sensor to turn it on, and instant heat while performing ablutions?

One concern is positioning, the surface gets up to 90c. Maybe ceiling mount over the karsi?

Genius or rubbish idea?

Oh that's brought back memories of the infrared PAR38 or might have been an R80 in grandmother's bathroom. In the 60s. :)
