Hi had a look as I said but forget the FL to ov in bellbox and make sure both links are intact the tamper to ground and non 470eol

One other general question I am unclear on is....
Does the 9651 Panel actually charge the 12v Lead Acid Battery in the Panel ? Or does it use it just for backup power in the event of a power cut ?
Also the same for a bell box... do they usually have the electronics to charge the bell box battery ?

Told you before make sure the links are NOT cut on bellbox see your own diagram

It looks like your links are cut (Non-EOL, Tamper to GND)... Try and strip the ends and twist them back together. A blob of solder wouldn't go amiss (if you're careful and quick).
For your other question, both the panel and the bell charge their own batteries and use them as backup when the power is removed.
