Leaking Shower

Hi!
Please help! We have had our bathroom retiled, the shower enclosure is on raised timber, with plywood flooring, and two layers of tiles as a floor surface. There is a shower gully fitted, however water is somehow escaping down the sides of the cubicle and around the gully. We have had the floor relaid once already and this has made no difference. Our tiler has put down lots of sealant, but it still leaks???
Does anyone have any idea how this can be happening!!??

Grout will let water seep through it - don't rely on it to keep water at bay. Have you checked your plumbing? Did you tank the area before tiling?
 
Hi, yes the plumbing seems fine. I am going to sound like an idiot here but what does tank mean!!!
