Lines/crack on artex ceiling. Scrape it off?

Hi all, got these lines/bumps on my artex ceiling, which appear to be where the plasterboards meet. My plan is to smoothen the ceiling by skimming over it, but I'm wondering if I should scrape off this part and apply tape before skimming. The house was built in the 70s, so there's a high chance of asbestos. Any advice is much appreciated!
