Lukewarm Radiator!

All of our radiators work well except for 1 which is always lukewarm (the top of the radiator is hotter than the bottom?). We have tried to bleed it and water comes out immediately. It is possible that the radiator hasn't worked well from installation 2 years ago. All our radiators were fitted at the same time.

We'd be v grateful if someone could give us some advice or suggest some DIY solutions before we resort to calling in a plumber.
