Mains water entering through external conduit

I have just had the waterboard round to give a quote on our on-going leak saga.

They showed me an external conduit that is insulated, black or brown about 100mm square and then bring the 25mm pipe through a 75mm hole through the wall (insulation about 35mm thick). They use a hockey stick shaped piece of blue pipe.

Is this typical practice and has anyone any idea what the product is called? I though water had to come up and through the foundations and into the house rather than drilled through the wall.

I have done a search and the only product similair is Insuduct but this is much bigger
