Micra K12 fuel cable not releasing?

Hi, my wife has a 2003 Micra and the petrol cover release cable is not now working.

I have had to use a knife to open the hatch, pulling the handle will slightly move the cable so I do not think it's broken.

I think what I need to do is remove it and oil it.

Has anyone done this before or know how much work it involves etc?

Matty, look at the easiest bit first.....the pull handle under the dash. Has the outer cable come out of its housing?

I felt under there and it seems to be fine and taught enough.
