Mid Position Valve?

Hi

My hot water is okay, but my central heating doesn't always seem to kick in. The room stat seems okay, as does the boiler and tank stat. When the fault manifests itself, If I turn the power off to the system, the Mid Position Valve whirs away for a couple of seconds, if I then turn the power to the system back on, the valve whirs again, the boiler fires up, the pump kicks in and hey presto!!

Would I be right in thinking this may be a problem with the Mid Position Valve? Would this be electrical (failing motor?) or mechanical (sludge in system?). Furthermore, are these valves easy to repair or replace and would I have to drain down the system to do this?

I have a ACL 679h340-3olo Valve that was fitted in 1999.
