Mist coat query

Hi all.

We've just had our walls skimmed with a new coat of plaster. After letting it all dry we've attempted to seal it with a mist coat of white emulsion thinned with water. Does this look like it should?

There's a big patch there you can see where the paint just soaked right in and disappeared, even with repeated applications. Should I be concerned about this, or is it normal?
