The bathroom handbasin in my house is fitted with an Ideal Standard monobloc tap (Monolux is the model name, I believe) with ceramic discs, fitted in the late 1980s. The lever action has become quite stiff possibly due to the buildup of limescale but the tap does not leak and in other respects still works perfectly. Can these taps be dismantled and serviced and if so how or has the tap come to the end of its useful life?

I wouldn't say your tap come to the end of life, just need servicing.Nearly all taps can be dismantled.I found the best way is to put all the inside parts in a bowl with water descaler, then lubricate all moving parts and renew 'o' rings if any.The manufacter do make it hard for us to dismantle them, but its can be done!
