New element in HW cylinder only providing lukewarm water

I replaced a failed incaloy element for a titanium element in a hot water element cylinder a couple of days ago. The problem is that the water temperature only ever reaches lukewarm despite having turned up the thermostat setting.

I might try out a different thermostat but could there be a problem with the element?

It is unlikely to be the element.

You could have a bad neutral connection. Check the wires are all properly inserted and secure (ie no insulation is trapped by the screw in the connections.

Otherwise i would suspect a faulty thermostat
 
Have you measured the voltage applied to the element>

But it is likely to be the thermostat setting temperature.

Yes, I checked that the voltage was present on both 'sides' of the thermostat.

I will replace the stat the stat and recheck the connections. Thanks, guys.
