New flat roof not draining

Just had flat roof referred and boards replaced. Roof is not draining water into gutters as the edge of roof seems to be on mild incline, I think roofer put extra layer here, and created a lip that water won't get past.

Photos show how edge of roof felt is dry as water flows back away from the gutter.

Photos show following light rain and spirit level shows slight incline to gutter.

Is it enough to get roofer back to rectify?
What's he got wrong?

Looks like the doubled felt is causing a bit of ponding. I’m not actual sure it’s much of a deal really.
 
Thanks, but surely the idea is that the water drains in the gutters. Just concerned that as winter comes with more rain and lower temps, water will permanently sit there?

Just concerned pooling will effect integrity of the felt over time and lead to leaks. For me, roofer should ensure enough of a drop to allow rain to flow into gutters.
 
You would have had to pay for a new timber deck with a higher fall and more additional costs related to having to raise the flashing around the roof where it meets the wall. But I agree he could have mentioned it before to at least give you the option, assuming he didn't.
 
We had the boards replaced and because our neighbour who is adjoining agreed to have their section of roof done at same time, he said furrings were not needed. Therefore, as the rain is not draining as it should, I think he is responsible for rectifying, do others agree? He replaced the flashing with felt so that would not have been an issue. Do I have a case?
