New floor tile/skirting question

In a new extension, I'm going to tile the floor. Should I tile first (up to the walls) & then fit skirting board after (so the base of the skirting sits on top of the tile) or should I fit the skirtings first & then tile up to the skirting?

This is in a bathroom.

Yes, I'm tiling the walls, BUT the water pipes run round 2 of the walls behind where the skirting would be, hence "hiding" them with 5" skirting, otherwise I'd have just tiled straight from floor to ceiling.

Ok,tile to the floor first with about a 5mm gap then skirting on then tiles.
