New front driveway

Hi
I want to lay a new pea gravel driveway. At present I have a crazy paved drive which has poor foundations as it has sunk EVERYWHERE.
What process do I need to go through and what tools are needed to lay the new driveway properly. Do I used the crazy paving as hardcore?
