New towel rail

Hi

I had a plumber connect a new towel rail to existing radiator pipes in the loft.

When put heating on the existing radiator is stone cold and the new towel rail I had to bleed went warm then just went cold again.

Would the connections be wrong on new towel rail as in and out.

Any ideas would be appreciated.
