I turned the gauge to 1.5 bar but this still didn't work.

However, I finally found out what the problem was. The pump in the burner housing in the back yard was not running! My father-in-law said to feel it for a slight vibration but there was nothing. He then said to unscrew the front of it and push it in and out and side to side until it becomes loose. I did this and then turned the heating back on and the pump started to work again, and the downstairs radiators were hot within a matter of minutes!! Apparently you should do this every year to keep the pump in good working order.

Thanks again for all the replies.
