No hot water from hot tap

There's no hot water coming out of the hot tap on the bathroom sink but hot water is free flowing from the bath tap. The tap doesn't turn as easily as the cold water tap. I don't have a 'man that can' so can somebody give me an idea as to what it can be?!

The tap insert needs to be removed more likely needs a good clean and refitting.
