Oak Staircase - revamp

We have a 70 year old oak staircase that has spent decades hidden beneath a carpet and old dark varnish, some gaps have opened over time that need filling and it needs to be sanded and re-finished. I have thought about using a belt sander to remove old layers and to fill gaps with a flexible wood filler, then to coat with boiled linseed oil and finally varnish.
My questions are :

What grade sandpapers should I use ?
Tips for blending filler to match final finish, can different shades be mixed?
Should I first use linseed on oak to highlight the grain fully or just varnish ?
Would tough satin varnish be okay on stairs or matt and how many layers should be applied ?

Any suggestions please
