overpainting polyurathane

Just moved in to my house and find all the wood work is coated with a thick layer of polyurathane paint.

When I tried lining in some cupboard doors the gloss I was using just seemed to "creep" making it impossible to keep a straight edge.

I tried rubbing down the original paintwork and wiping down with white spirit but no luck so far.

Any help appreciated

Theres no reason why polyurethane should creep as such..creep onto what?
