Paint beneath wall paper (also in the plastering section)

Hi again

Hi all

having stripped the wallpaper in my lounge, that is gonna be plastered next week, I have noticed patches of paint here and there (gloss paint I think). I cant think why they painted parts of the wall, but it looks like they have.

It is a single coat and bonded to the wall as well as can be expected, i.e it is a t_wat to remove.

Does it need to be completely removed before the skim coat is applied??? or can plaster be applied on top of it?
