paint cracking skim?

guy spoke to me yesterday, he's having some work done and wants me to plaster it once it's finished, was telling about the last guy he had round for the last job:

said that he was told by the spread to leave the skim 6 weeks before painting (yeah i know, ridiculous) any way, he did and then 2-3 weeks after painting it, it cracked.

he called a different spread in to re-skim it who told him that it had cracked because it was too thick>

now i was standing there scratching my head at all of this, said it could be a number of reasons, he shrugged and went about his day but curiosity got the better of me so thought it was time to make a new post ;)
