paving

I am thinking of laying paving in my garden but it is not level ground
can i lay the slabs on sand but in the middle it will be around 3 inches deep as the ground has sunk or do i need to put ballest on the low bit then sand over the top

Neither. Dont lay on sand. See the pavingexpert.com site, but ignore the bit that sugests using a sand bed!
