pre cast flue fire install

A local fire firm came to my parents to check out their chimney,to see what fires can b fitted to their pre cast flue
They said that you can't get a fire to fit as regs have changed!
Also, the opening is too small and termination out from vent ridge tile isn't possible???
The pre cast opening after starter block is 200x70
Builders opening 565x415

I've fitted plenty years ago, wots changed?
