Priming Concrete Window Sills

After careful preparation of concrete sills, I have painted using an external emulsion (masonry paint) with two coats, having been advised by the salesperson that no priming was necessary. Less than a year down the road and the appearance is awful, cracking, flaking etc - should I use an oil based paint - any advice much appreciated. thx.

Sealed ours (after washing with diluted jeyes) with pva and water, 9 months later still okay but I'm not saying this is the right way to do it.
 
Thanks Scoby_Beasly - Did u use a water based external paint? I'm going to redo them all at the end of the summer, so all tips much appreciated. Cheers....
 
Used ordinary masonry paint I had left over from the many other jobs my better half thinks up for me :rolleyes: !! Think it was dulux. ;)
