Any method is better than that which we seem to use - none !

.....If 100,000 offenders commit half of all crime, then they impose costs on society of £30 billion, £300,000 each for every year they are free....

Here is a possible Noo Labour idea ... pay 'em £30k per annum each to go live elsewhere in Euroville - not payable whilst incarcerated in any form - Make a recognised profession out of crime, Tone'll loan 'em £3K per annum whilst training !

That would be going down the wrong path. Punish them. Sixty hours community service should be changed to three years in prison. Second offence six years in prison. Third offence sixteen years. Lock the bast***s up. RETRIBUTION!! That will cut the crime rate very fast.

Say 5% inflation (forget RPI nonsense) £47 grand today average per head of prison population.
Of course, we could do some good elsewhere .. subby incarceration out to some poor foreign state, £47k pa/pp here '£5 k and keep the change' there ... We could put 9 times as many away and still have change ourselves.. ;)
