I have some of this stuff:
Some time in the next few weeks I intend to replace the badly rusting and fragmenting metal frames that my septic tank covers sit on, so once I've chipped away all of the old concrete surround down to the brick or block work I'll be laying new concrete on a combination of old structural concrete and presumably brickwork or blocks (not sure of the materials until I removed the old stuff). I need to make sure that the new cement sticks so should I first 'paint' the concrete/brick surface with the bonding agent (two layers I believe) or instead of that just mix the bonding agent into the concrete mix?
