radiator warm only

Hi,
I have replaced a single 1400 rad and fitted a double convection rad. I have fiddled and fiddled with the valves but get nothing more than a warm rad. Will i need to close all the other rads down a touch? (if so how much). I suspect its a balancing problem but desperatley need help with this cold weather we are experiencing. Please help if you can.

I should add I have a new system boiler, no TRV's and have flushed the system a few times recently.

Shut off all other rads and let pump push water/air through to this rad.

Once you know it is hot, then turn all other rads back on and look in FAQs for balancing tips.

I assume you have re-pressurised system to just over 1 bar cold?
