Radiators Hot when Hot Water On - 2 Way Motorised Valve

For the past few days when the hot water clicks on the Radiators click on as well.

- I have the heating set to 'off' so I know it is not the thermostat.
- If set the radiators to off on the boiler then the hot water doesn't come on!?

I have a two port valve which from my reading will not be the problem?

Can anyone suggest what the root cause might be?

Sorry it's a Vaillant Ecotec and a Honeywell Programmer.

Thanks. I wonder if part of the problem is the position of the black CH plastic valve? It was in the middle of the two so I moved it to the left - is this right?
