Our neighbour has just built a patio (approx. 18 feet by 9 feet) at the end of his garden. Our garden and his share the boundary fence. To build the patio he has raised this area by at least 30 cm and at one end next to the fence he has put his 4' x 6' shed, the top of which is now about 2.5 feet above the fence. The top of the fence is 7 feet above ground level (the fence sits atop a one foot brick wall). We have a patio area in this corner of the garden. When our neighbour is standing on the patio he is head and chest above the fence. Should he have applied for planning permission before doing this work?
I also have concerns about what will happen to the rain run-off from the shed since he has left a gap between the original brick wall and his newly concreted patio.
