Raising Floor Level

Hi all.

I have taken a part of my garage and formed a downstairs cloakroom with new door way from the hallway.

The difference from the two floor levels is 200mm.

My question is what is the best practice for raising the floor level to match the existing?

I plan to screed but what preparation/treatment of existing floor do I need to consider and Insulation?
