The MCB does not switch the neutral off so any neutral - earth fault on other circuits can cause the RCD to trip when the consumer unit is loaded.
To test the meter needs to use 500 volt the 9v of a multi-meter will not likely find the fault but also neutrals need removing from the consumer unit as well as switching off the MCB so I would say put your meter away and walk around the house looking for likely things to get water in.
Electric items get hot and once the power is removed and they cool down they can suck in water. Outside lights very likely to cause problems.
