Reduced flow rate?

Hi,
I have a problem with a reduced flow rate after the water board have been carring out work in the area, and was hoping someone could tell me what flow rate I should expect from removing the insde stop cock and measuring the flow rate from the open pipe.

The supply to the building is 30m of old lead pipe (looks like 1/2" bore) with 6" of 15mm sweated into the end.
The static pressure is 2.75BAR, and from the open pipe I am getting 13L/Min, with external road stopcock fully open.

I dont know what the pressure or flow rate was before the work was carried out but all the taps and shower now have a much lower flow rate so I assume there is either some kind of blockage in the suppy pipe/road stopcock or the water board have dropped mains pressure.

I am awaiting info back from water board regarding this.

Any thoughts would be welcome.
