Rendering over exsisting rencer

Hi

I have roughcast render on my house and the paint is cracking and flaking badly.

I've had a builder in and says he does'nt need to hack off the old render he can just render over the top of the exsisting render.

Can anyone advise me, i don't want to make any costly mistakes.
